The NorthEast Educational Development Foundation, NEED, was founded in April of 1997 by Shelton Ruffin and James Gregory. These two community-minded businessmen had a desire to do something constructive for people of all ages in the Northeast Louisiana area. The center is located in Oak Grove, Louisiana, just off Highway 17 South; North of Delhi off I-20. It is a non-profit corporation with a Board of Directors who shares the same philosophy as its founders in assisting the community. In January 2014, the West Carroll Chamber of Commerce was given responsibility for the Thomas Jason Lingo Community Center, TJLCC. The new director and board president, Adee Prine, along with the 8 member N.E.E.D. Foundation board, look forward to bringing a variety of events to include every age and genre.
